I can't really say too much right now, though no one has directly asked me to do anything. But there is a whisper campaign against me going on at City Hall that library patrons have reported to me. I find that distressing and sadly typical.

There are other reasons I can't go into at the moment beyond the one reason that I'm so thoroughly disgusted by the entire situation that I've had to step back for a bit and give myself air before I make any other moves.

But stand by. I haven't surrendered.

Your job should be safe. Any action taken against you could be referred to as adding to a hostile working environment and/or retaliation for the truth. (Something that many - the city administration as well as the librarys' administration) seem to have trouble dealing with.)

It amazes me that the proposed millage for the library is .9 mils with the explanation that the library will have to pay for utilities, erc. However, the budget already being used includes this type of overhead.

However, things like repairs are things that need to be planned ahead for. However, if the building is leased from the city, the building repairs could be included.

I;m not sure why the millage is for only 10 years - where will the money come from after that? Shouldn't this be ongoing?

Also with the library being totally separate from the city and renamed, shouldn't the Board be elected first.

The Board can then take over the role of Human Resources with the current administration having to apply fresh for the new library.

By fresh hiring, the community would be reassured that new management is in place according to the rules that the Boatd sets.

Keeping in mind that it is not healthy for a business such as a library should not have carte blanche authority. The check and balance set by the Board and new Library Management will make the running of the library fair and equitable.

FYI: The very first Board of the independent library is BY LAW appointed by City Council! I believe it serves for one year and after that is elected.

Yes, assuming you are a Troy resident/registered voter...you should spread the word! An independent library is wonderful in theory BUT considering the FIRST BOARD will be CITY COUNCIL-appointed, that's an awfully big BUT!

If an independent library is a district library, doesn't it need at least two "municipalities"?

Rochester has Rochester and Rochester Hills while Clinton Macomb has both Clinton and Macomb residents. Who will Troy be teaming up with?

There is no requirement that an independent Troy library "team up" with any other library to actually come into existence. FYI: the petition was made at 7/26/10 City Council meeting to put this issue on the November 2010 ballot. FYI: no Council members are up for re-election until 2011!! FYI: This is the Council who will appoint (by law) the very first board of this "independent" library!

As I understand it, the first library board would be appointed by the City Council until the next general election when the voters would determine the makeup of the board. Keep in mind, if this question passes in November, and I hope it does, the appointed board would have no power until the next fiscal year (July 1, 2011), which is when this new library entity would actually come into reality. The next general election would then be the following November. This means, and someone please correct me if I'm wrong, the appointed board would only serve for four months. Of course a lot of decisions can be made in four months, but it's also a short enough time that one would hope, and I will agitate for, a caretaker board until the voters speak.

How sad.

So most of the same people who weren't forward thinkers before are supposed to be trusted to make this important decision. As a long term library supporter who voted yes last time feels that this is not helpful for the residents or library. I will be voting no if the is on the November ballot.

Currently the head of the library is one who spends way too much time spending important time on trivia issues and doesn;t see the big issues until they are in her face.

Examples would be the drive up bookdrop, redesigning of the parking area by the drop area, stating there would not be classes and then using staff to teach computer related and job hunting classes anyway. Does this make you wonder if things are as bad as represented?

However, wouldn't it seem introducing children to reading, thus setting the groundwork for the future of our youth is more important and beneficial to the community.

The priorities have been allowed to go downhill. Leadership and a true understanding of the community and what it needs is definitely lacking.

Empathy for patrons is gone - staff has been programmed to not see gray areas - only black and white.

The library has lost its feeling of professionalism. There is not a feeling of stability. It appears staff is taken up by phones and paperwork. Patrins feel that they are interrupting if they ask for help.

It is downright pathetic what has been allowed to evolve from a once award winning library. The leadership needs to be changed to get the priorities back on track.

The Troy city council WILL NOT pick the 1st board of the LIBARY,they can suggust,it's the JOB of our PART-TIME city manager 4 life JOB!!..the city council can reject some of the people..but it's the JOB of ther Z-man,,to run and control all committees of TROY.
It works like this,,the city manager makes the LIST,,the city council can re-ject or accept.

Sadly, temporary "caretakers"(i.e. 1st library board) CAN become quite permanent--through politics vs. the not-always-exercised will (i.e. significant voter turnout) of the people of Troy. Whether the Library remains in existence or not (hope so!), while it's still up and running the shortened days/hours it is...accountability is available. Just ask for it! And the first question: How was Library service working out for you LESS THAN A YEAR AGO? You had books delivered to you from the Suburban Library Cooperative because you not only shared a delivery service, you shared an imperfectly good computerized catalog system (SirsiDynix) And how is service now? Any/much better than the early switchover to the simply godawful Polaris? And how likely is it to improve if you're stuck with that mess? I assume our very bright populace can figure that one out. By the way, did you read the old-school paper Freep this morning? Clawson Library is closed until fall for its enlargement. More work for less staff at TPL! Perhaps, if TPL staff is extra nice, Clawson will take care of you (or knock a few bucks off the non-resident card) if/when TPL finally fades. Lotsa luck--really!

?? alittle ,while ago the place where the TROY Library was 2 small. Then built, what was said,,a 100K auto-book return on a building, deemed too small. WHY? it's only TAX money,,easy to replace.
from time to time,someone of TROY writes a book,,so I ask for the shelf of TROY author's,,the TPL doesn't think it's important.but the same people dolt out money for FREE CLASSes,,that the state offers,,and brags about teaching English..ENGLISH is an INTERNATIONAL Language,JOBs looking is at 550 Stephenson .

FYI: Warren (overwhelmingly) passed the library millage yesterday. Lucky for the "CITY OF TOMORROW, TODAY": its residents, for the time being anyway, have full borrowing privileges at the FOUR libraries of the more modestly monikered "A CLEAN AND SAFE CITY" since both are, for the time being anyway, still in the SUBURBAN LIBRARY COOPERATIVE. So Trojans, enjoy it while you can! And lose the superiority complex first!

Once the library closes we will NOT have borrowing privileges at other libraries. These cooperative relationships a funded by each library's budget. When Troy has no budget they are no longer in the cooperative.
Why would anyone want to live in a town without a library?

Yes, I recall being at the "great debate" at Walsh College before the Feb. millage vote. It was moderated by Fox 2's Charlie Langton, who made a purely gratuitous crack about "needing to keep order because this isn't Warren, you know." Nudge, nudge...wink, wink? Not so much. Not anymore.

Yep. The Mayor of Warren (a retired Sterling Hts. school teacher!) actually got to endorse a library millage on a really intelligently crafted mailer sent to residents JUST BEFORE the election!

you do not get it,,in Warren,the mayor is boss,,in TROY we got the part-time CITY-MANAGER 4 life,,no accountiblty,,and the z-man's job is getting easier,,NO building department,,and many fired or lAYOFF,,SOME ones going to get a BOnus 4 SAving all this money,and TROY look like s--t,,long grass,,crack dealers now on some corners,,the baRS HAVE MORE CARs in their pARKING lots,then churchs,in TROY,,And many of the church cars spend five-six days ,in the bar parking 1st.only takes 10-15 mintues on google earth to check.

Subject,,Do people in TROY have money to pay a little extra for Services, library,community centers,and etc.
TROY Public schools can pay many many Teachers over $100K per year,and NOT taught any PRIDE for living in TROY.Cities need donations from the dying.wills of the people who made the city that taught,served or fall in LOVE with,some has ,most don't.Early parks,school building were named for such people and some of the members of those families still try to make TROY a better city.
Then came people who knew how to use TAX money for their benefit ,this was a well planned out ATTACK on OLD TROY.
Example...Salt water pool..replaced with a loser AQUA center. Maple golf driving range,,REPLACED with a loser inside golf range,and TeNNIS courts,,which could never be like playing in a BRIMINGHAM tennis.which Brimingham has many swimming and TENNIs groups have built private clubs in Warehouse areas..where in TROY is a volation.as with this TROY TRansit center,,two differ cities,,and the BUILDING in BRIMINGHAM is build what you build and live in your store,not TROY,in TROY very hard to find way to have a Private business.
Now TROY is slowing destroying our area for selling CARS,,cars equal pollution to the surrounsing s,,why /it's in ONE place..as I try to say,,TILL our 'side' has a picture people can see,,as the chamber ,rotary,city of TROY,,etc..all our problems could be turned or at least slowed down.you have your concerns I have mine,we might have some in common..

TROY Dazes project was D00med b4 it started..it was a Private name,that somehow? was really away to have a ferris wheel/carnival,surrounded by TROY's cities 5013c, which cause concern from service and Troy collation vs the leadership groups in TROY.
but Clawson never a problem,,in sterling heights,one service club does their city party,,and the guy whose business is TROY , paying BUILDing code Fines,and costs over $100k to enprove and correct volations.
TROY Dazes CHAIRED by some the greatest TROYites of all-time somehow crashes,even with the blessing of all city departments never has a real as audit,,and where the Million plus goes? but that only for the number people.but "beats and eats" always raises $50K ,wink, and TROY dazes ZER0.and even BRIMINgHAM days ,same service club runs this one,does ok,2.

My suggest for TROY and Dream cruise,10 year ago,was to advertise that the BUILding behind the POST OFFICE,could be used to house many cars of the DREAm CRUISE,and since Cruise cars ahould be off woodward ,at a concern time,,the party would move into the double deck parking lot,rain or shine..it would be DRY,,also asked WHY TrOY dazes,,couldn't use the same building..seems to rain on TROY DAZes.
REALLY wondering? with all the SUPER-BRAINs working on TROY's short fall..only TAXing the poor in TROY is the answer,,SUPER=RICH in TROY pays only pennies conpared to the "HAM and EGGER" types in TROY.
THis TOWN is RIGGED,,to fail,,it was a GREAT CITY,,looking on GOOGLE EARTH,,TROY is GRAY and Brown,,BRIMINGHAM is GREEN?

It should be noted that there are only 2 former full timers wprking part time with a "pension". They have no benefits, are paid less hourly than before, and still have the same on duty responsibilities.

Of course, librarians make much less than most master degreed professions. They worked hard to get a full time position and were one of the first major cuts.

the TAX employed people do NOT get it.Life OUTside the goverment payrolls are fed up,with LARGE PENSIOns that are larger incomes when working,,then work at the same place.stopping the younger people from ever getting a JOB.then BRAGGING to others at the job,,at the great condern they have for their worth to the organization that they work at. Every time I worked for any body,I taught many my JOB,,so when I wasn't there,things run as smooth as I was there, and every day I went to WORK,,I asked to go HOME early.old school,,get a degree,masters at least,or get a TRADE,,cause you never get RICH,,working at a JOB.

Doesn't "librarian" qualify as a trade? Librarians earn their professional degrees, then find a place to practice their profession and teach their skills to younger co-workers on the job. Unfortunately, most people doing the managing of govt. (and libraries) don't see it this way and take the budgetary ax to those who probably do the public (tax payers) the most good by providing face-to-face customer service. All of the TPL librarians "let go" in June served you just the way you claim to want your public servants working: hourly wages, absolutely NO pensions, absolutely NO health care. Some of these long-time, very dedicated workers even had their hours cut in the last year they worked! Hardly the proverbial pigs feeding at the public trough!!

at claiming what is a trade or not,but it's the normal to work at one place ,do what needed and set your self free.At General motors Fleetwood,I was some one that did JOBs for the absentee.When the working thought he.she wes just an Auto-worker missed ,but I talked and found out,their hobbies or other interests,,I came back with a way,intime they could live out their retirement and there love of What they did,,from guys that hunted and fished,,now hunting guides,,to people who run many werid low turn- key but profit making,,and turn some in2 fran-sizes,sp,then their were persons collecting GM retired,pay and security which were very non-product-of THOSE over 33 years,some near 50, forget the young people should have these JOBs,,if ya can not earn enough money from that,you never have enough.
Because of my Actions at GM.,,.I was put on a mental/disable retirement,I get around $6K,mostly non- TAXable,,covered by THree differ Health palns ,one pays for all drugs and TRansperation,to and from the DOCTORs..SO I feel I should help my city.
as you saw and can READ,,I slapped your MAyOR around like a basket ball,she was talked in2 the PPO,was Ms HODGEs of the TROY CHAMBER,then SHE found out like,you all,,the Z-man WINs,,She spend over 100 hours police time,at least two cars,3 days of bothering the court with TRASH,,now Half the POLICE decided to LIKE me,,as I kept saying TROY can be saved, PS I knew the Mayor a LONG,LONG TIME,,and sorta real sorry 4 her, only guide,IS the Z-man.

If your issue is with the City Mgr., Mayor and Council, why not get going on some kind of recall, instead of just saying NO to $$$ for benevolent services like Library? If you get more kids out on the streets because there's no place, like the library, to go to...then you've got a bigger problem, even with all the cops whose jobs were spared (except for the records dept.!), out there to bust 'em!

i BELIEVE MOST OF THE 'no'FEVER IS??//?,,that there are so many things people can NOT control,and everyday,,the small guy is being told has been taken,,That when ever the issues is/R money,,the ANSWER will be NO,,WHY,,because the super-rich has GONE too far,,a BILLION bucks to elect the PRESident? and the super-rich can NOT support thier own cities,,as in the historic past.
So in a NO PRIDE city as TROY,,things get worse during hard times,,TROY is being advertise as a super-rich city,and super-rich cities,,need no hand outs from outside sources.with at least 4 mega-churches in TROY,,TROY is all shell.no real worth.as city planning is, 4 now.

just my opinion of why,I mention mega-churches,,and just the 5013c's in the 48098-9 zip code collecting over 2-3 billion bucks every year.source Charity navigator web site.
Neighborhoods in DETROIT were compete,the Church,work close by,and nice parks,,then "block busting" was used.There were 2-3 big offenders in/near TROY,that were building the solutions,IN STerling heights,Warren,and TROY.
Brimingham made it almost impossible to BUILT and ADAMs is still hard to use.
But in Troy their were large land areas easy to BUILD on,and the "Block busters" Already lower the BUILding standards lowest in the state, in TROY.
SO as Block Busting does,,whole neighborhoods would move in2 the same area,,then they Moved their church to Troy, so every new Hood that was built,it came some of the old ma and pa stores,but always a church.and ,Yes,churches do not pay taxes,plus the hundreds of 5013c working out a house in TROY,makes that house exempt,check the MILLION homes on beach,,count the 5013c,,since the early 70s' and who lives in them.
What is a church? could be a school,daycare center,24/7 money collector for their causes, or just a gate way 4 illegals. Churches are now buying houses in neighborfoods and asking TAX exempt.
Troy is centrally located,,so churchs flow 2 Troy,and these churches are like gambling casinos..money goes in,then shipped out TROY.
Then these churches people plea poor,,and vote no,and build super huge,buildings.
Two huge church now in planning stages,,one indie,corner of adams and 20 mile,and one eastern European,mosque,on the old Elks area,and even Clark Hill got theirs, which took more land off Troy's tax rolls
in the last few years ,city council took almost 1 million dollars of taxable land and made it tax exempt.no complians,but I made them understand,I know what happen,
as I kept saying TROY MOTTO..it's morally and ethicly wrong,but its' legal in TROY.

Two months ago, June 29, 2010, many Troy City employees got their "indefinite layoff" letters from the City Manager. A third of the Library's staff was eliminated, the reason for specific individuals' selection never really explained. Random? Not likely. An opportunity for City and Library administration to selectively prune? For what reason? The Truth in (this part of) Troy is unlikely to be answered any time soon. So take a moment, before Labor Day Weekend, to think about these folks, who--a short time ago had (mostly hourly and unbenefitted) work--are now looking for labor.

Well-earned? I'm sure this was stated in jest.

Ms Director is excellent at misplaced anger, retaliation for imagined slights, and not being accountable for her own poor choices and judgment.

With all the write-ups she has initiated, an entire forest has been wasted! Her customer and staff communication is poor. She only sees her side of a scenario and then projects her negativity on others.

She rules not directs causing much bitterness with patrons and staff.
How ironic that Ms Director is now teaching Library Management at Wayne State University. My sympathy is with the Wayne State students paying hundreds of dollars for a management class taught by someone who doesn't know or use the fine rules of working WITH people while in a management position.

If the people are able to pass the November millage, it would be advantageous to ALL to post the position for a director allowing her to apply for the new position at the new and freshly named library.

All in all the community needs a library led by a professional and caring individual NOT someone living their childhood dream by satisfying their own wishes but not necessarily that of the residents.

.Fired or quit the 1st time,,then the Z-man's wentto a dream job,,over a police retirement community,was in another fired or quit this one,then our super brain mayor begged for this loser to come back. now TROY is going backwards faster.
with Automation Ally begging for millions in TAX breaks, Troy contracting services from Mccomb county,dumps the building department. The city council brags Troy is a bedroom town,,and building sub-standard housing when ever possible.
The people in TROY are very naive,you can NOT say,,you r a rich city,,and build cheap ,then plead poor for city services.
at times I call every person in both Michiagn house plus state departments..over 250 differ people in Businesses,,investors type,,Federal,State,and county,about my concerns in TROY cheating the people in TROY..some look forward for my reports.I used to send our council memebers and leadership leaders my reports,,but no reponse,,I get plenty of reponse from these officals.
You can not pass a tax,in a corrupt city,,as I kept asking,,name me a honest person in TROY leadership groups,TROY Chamber of Commence{crooks} or city council.

There aren't any honest leaders at the Library, that's for sure. They think they are, but they're not. Surely, once the millage didn't pass in February, they got their little knuckleheads together (along with the Head HR Knucklehead) to decide who would stay and who would go as of July 1st. And then they let the lucky losers work until the last gasp the last week of June when they were told to just go before finishing their very last shift. And most of those "laid off" were 50-plus in age. How nice for Ms. Director to be able to run the place like it's her private business/club (with hand-selected employees based on so-called merit) on taxpayers' $$$. And you're paying for her vacation, since she's one of the final 6 full-timers still getting a full ride until at least next July.

in early Troy,,I was very active in service clubs.These clubs help the poor during hard times..there was one person,old and poor that went to every place begging for heating/furl oil to heat the house,sounds nice to help,,but this person lived on 40-50 arces of Troy..even at that time worth a lot of money,,now bring that thought to 2010..these business,groups,and takers of TROY's tax money,,are Billionare's and million's sucking of the tax breaks and specail favors,,Because these people are greedy,
The Somerest mall people are the worse..followed up my the guy who owns the ice rink..worth billions but still sucking the life out of TROY.
Till these greedy people understand,,if you screw Troy's tax Base..at least gave back what's needed to run the city.
and PLease..tell me How many committes,groups,or other areas of TROY the Z-man runs.

Today marks the 3-month anniversary of the unjust "layoffs" of thirty-plus Troy Public Library part-time employees. Please think of these folks as you ponder Proposal 1 on the November ballot. Please offer these dedicated people their jobs back if it passes.

In 1966-70" the TROY HIGH Students,would protest and shut down TROY HIGH.NOW as the library is threaten with close-ing,,The students of Troy's public schools are SHEEP.

It's really too bad the library was/is the sacrificial lamb in this whole political mess. For years and years, it was the benignly neglected red-headed stepchild of the city, and functioned for the most part beautifully and efficiently and economically (nearly all part-time staff). Unfortunately, in past and seemingly endless boom times, its services were extended to everyone under the sun, whether they were contractually entitled to them or not. This was done to beef up circulation numbers for (past) library management to pad its substantial pensions. Unfortunately, in these hard times, a relatively young, ambitious but inexperienced library manager succeeded that crew and has, unfortunately, been easily manipulated by City management. Whether the library dies or lives, she will make out like just another City bandit. Very tragic, indeed!

Actually, this "inexperienced" director manipulated city govt. into changing the library's imperfect computerized catalog system to a fairly ruinous one that "saved" the city a dubious number of bucks but isolated the library from the rest of the Suburban Library Coop by disallowing delivery of interloans because of the new system's incompatiblity with the other 20-some libraries in the Coop. TPL librarians spend of good chunk of their time sending e-apologies to patrons for NOT being able to get them materials from other libraries. Thus, the sacrificial lamb IS expendable?

U read the facebook pages of the "SAVE the LIBrary" U read that they r slapping each others back about the great speechs thet are giving at the city council meeting..HELLO..only 14-27 people were watching on the net,,and every time an anti speaker was talking the net want BLANK,,very disturbing that will increase the NO VOTE 10 Times..this city to corrupt to help the libaray..and every time I hear,,u need the computers to find a JOB,,wrong place the 550 building on stephenson..Vote 4 more of my tax money just to give it away,,crazy like the the Z=man.

The "SAVE the Library" group is JUST a democratic FRONT,,I called that Phone number,,it was the Democrats,, Such this is a Z-man;s plan,,KILL the UNIOns..and ED Spillings ,the NO STIKE person,,WHY a stike>> 4 your PRIDE.
If the UAW listen to the rank and file,,General motors would have ben differ.
the Teachers do picket once inwhile,,4 show.

Yeah, about a year ago Lil Z, HR Pegs and a hack lawyer hijacked an all-staff meeting at the Library to agitate against a vote for AFSCME representation--and it worked! And this "guest visit" never ever appeared in the minutes for that meeting. Ask one of the remaining full-timers: faithful lamb secretary who took the minutes! Whadda buncha sheep. Bah!

Sometimes I think you're a crazy like a fox, then sometimes I just think you're crazy. Yes there are a lot of Democrats supporting the library proposal and there are a lot of Republicans, too. This isn't a partisan issue. Feeding that ignorant line is not going to get us anywhere.

It's time you start making sense or don't bother me, because I'm back and taking back control of my blog. Everyone else who I see have made outrageous or unsupportable comments take notice. No personal attacks, no off-point nonsense.

no need to make any personal attacks,all things I post,,I do have a refence in book, newspaper,,or person.
I personal=ly,feel..that the people who at in the steering protions in Troy have traded favors amongs thereselves,that none of the active people can ask 4 over-site..,in 1968,a new CPA ,came to town,James,and on his own started to audit,the public schools and was very active, till a very prolong illness stopped his quest ,but it did caused great stress.
Since then the schools and the city wrote harder rules and became very secertive.
to put Troy back 2gether,,is an intense group of TROYites,,coming up with a vision,
My vision is 2 clean Troy's pollution, fiquering that should raise values in Troy.
,,I been working with Federal,State, County,the DETroit Zoo, and other conservation groups.
I have been metoring a very large group college kids for over 15-20 years, some r getting their PHd's,some Master's,and some just got their B.S. and on to masters,,in the science,of anti-pollution,,and new Green Industrail complex..
The one's with PHds.will ask the State,,to come and inspect TROY,,any fines or fees collected will be used by them,,to clean up at least federal and state areas in TROY.for a class project,start making an resume and experience to expand in2 other areas of Michigan,
AS I did at GM,,I worked the HEALTH and saftey problems.
also if the city stopped all new building Troy,,then values will raise,but Troy is building all new sub-divisions and condo projects.
As stated Troy is built on a swamp,the more weight u put on land in TROY,,the water comes up,,somewhere else.
